Description of problem:
User is not able to set a default value for item Tag Control.

Version-Release number of selected component (if applicable):
5.9.0.19

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Automation -> Automate -> Customization; Service Dialogs; Configuration -> Add a new Dialog
2. Add the Tag Control item to the new Dialog
3. Edit the Tag Control item; there is no "Default value" field
4. In Options tab, choose any item from Category dropdown
5. There is no way to select a default Entry

Actual results:
No "Default value" when editing the Tag Control field; there is no way user can select default Entry

Expected results:
There should be a way user can select default Entry
