Previously, running a command while building images would cause file capabilities to drop. Consequently, commands such as "ping", which rely on file capabilities in order to allow use by regular users, were not usable by regular users. With this update, the command was changed to maintain file capabilities correctly. As a result, ping can be used by regular users in RHEL OpenStack Platform images.
