sec groups popup!

Description of problem:
Even if the security groups are disabled, horizon still shows a popup notification.

How reproducible:


Steps to Reproduce:
1. Disable all the secgroups 
2. when entering Horizon and clicking to start a new VM the popup message shows up saying unable to retrieve security groups
3.

Actual results:
It does nothing just shows the popup with no action 


Expected results:
the popup should not show up.
