Duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1450521 but applicable to Fedora and Fedora Atomic. Current version 0.7.9 of cloud-init has a service priority issue. 0.7.6 downgrade is a workaround but 0.7.6 is no longer available in some repos. I see confusing versions available in rawhide. The fix has been applied in EL Z stream version 0.7.9-18.el7 and it should be applied to Fedora as well. Thanks!
