Is it possible to add the Opera browser as an rpm in the official repo's?

Opera is not free software, it is proprietary, as such it can't be included in Fedora. You can ask third-party repo like RPMFusion if they wish to repackage it, it is already in their "Wishlist": https://rpmfusion.org/Wishlist
