Remove all params from section 3.1 CONFIGURING COLLECTD AND FLUENTD, except for the first two and add a new parameters, viaq_metrics_store (true false) - it should be true except for testing environments.

This is now automated.

The script also creates the admin user.
We need to think how and if to keep the documentation about how to manually create it.
