Description of problem:

In openstack upstream ci jobs the logs have a README file as a footer to help the user understand how to parse the logs [1]. 

A config change is required to the puppet config that creates the log layout as seen in [3]

currently logs.rdoproject.org lacks hyperlinking it against timestamps.
We need to install  os-loganalyze to enable the same on that server.
