Doc Text:	Improvements have been made to the debug log messages provided in the scheduler. The previous logs were sometimes not enough to know why the scheduler has made a decision. With these improvements, there is more information on the data that is being used by the scheduler for the decision making process.

There are 2 exclusion paths in the Capacity filter of Cinder scheduler that don't log anything, which makes it hard to determine the cause of some exclusions.

Logging should be added to these paths.
