/usr/lib64/nss/unsupported-tools/bltest in nss-softokn-3.35.0-3.fc28.x86_64 was not linked with the standard Fedora LDFLAGS settings from redhat-rpm-config.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
