Cause: Neutron API layer was not handling DBDuplicateErrors raised by IPAM code that could happen when multiple API consumers create ports in the same network and allocate addresses from the same pools. Consequence: Instead of retrying IP allocation when the error happens, Neutron API returned the error back to the API consumer, with error code 500. Fix: now whenever the error is raised from IPAM code, it is retried as needed. Result: no HTTP error code 500 returned, and all ports get correct unique IP allocations.
