Description of problem:
There seem to be an inconsistency between Provides and Requires in libgo/libgo-devel. It looks same as Rawhide bug 1541639 and should be affecting armv7, aarch64, i686 and ppc64le.

libgo-devel Requires: libgo.so.11()(64bit)
but the symbol is not provided by libgo

https://koji.fedoraproject.org/koji/taskinfo?taskID=25007297 is an example of failed build due the problem.
