Description of problem:
=> The customer wants the eclipse-subeclipse to be included in RHSCL

> 1. Proposed a title of this feature request.
Add a eclipse-subclipse team provider plugin back to RHEL 7 in devtoolset

> 2. Why does you need this feature ? (List the business requirements here)
-Developers on my team need to use SVN
-IDE Gui Integration is also required
-Our RHEL development servers are behind a firewall.  There is *no* internet access to manually install plugins.  RHEL yum repos are mirrored.
-RHEL 7 no longer supports TortoiseSVN

> 3. Does absence/missing of this feature impacts your Business/project operation? If so, Kindly provide a justification regarding the impact.
RedHat supports developers with devtoolset.  Developers developing on RHEL for RHEL drives more business.  Many developers need Subversion integration.

> 4. How would you like to achieve this ? (List the functional requirements)
There should be an eclipse-subclipse RPM that installs the subclipse eclipse plugin.  It should be built for the current version of devtoolset eclipse (for example rh-eclipse47-subclipse) 

> 5. How quickly does this need to be resolved for you ?
Preferably in the next 2 months.

> 6. Are you able to assist in testing this functionality if implemented ?
