Work on active/active mode for ovsdb:
* Gain technical expertise

* Evaluate shift from Pacemaker A/P
  implement TripleO changes
  consider upgrade path

There is nothing to do in python-ovsdbapp for this, as python-ovs supports clustering and the API hasn't changed: the IDL 'remote' argument can now just be a comma-separated list. There is an existing RFE for this at https://bugzilla.redhat.com/show_bug.cgi?id=1503518, so I'm going to close this and just track this work in one place.
