Description of problem:
Client wants to use ovs-tcpdump found in package openvswitch-test.

Currently all latest versions of openvswitch-test are only available in the fast-datapath repo.

One of the requirement of installing openvswitch-test is to have python-openvswitch but only a version coming from the fast-datapath repo again.

Client have python-openvswitch-2.6.1-16.git20161206.el7ost.noarch installed.

For OSP, we should ship this in the DEV TOOLS repository since it's a test/debug package.  

This bug requests OSP 10, but we also need OSP 12 and 11 before we fix in 10.  I'll clone it

This would require adding Twisted and all of its dependencies to the DevTools channel.

Twisted is already in OSP11 main channel
