/usr/libexec/docker/docker-init-current in docker-1.13.1-47.gitf43d177.fc28.x86_64 is statically linked against glibc, which is not really supported in Fedora. Is it really necessary to link this program statically? Furthermore, it is linked as a position-dependent executable, not as a PIE program. It should really be linked as PIE instead.

Yes it is necessary to be staticly linked. It is injected into containers where the libraries might not exist. Franticek could you see about linking this file with PIE.
