Implement pre-checks before Hosted Engine installation similar to the checks implemented at https://github.com/wtcross/ansible-rhhi/blob/master/roles/rhhi-install-target/tasks/checks/pre.yml

Tested with RHV 4.2.8 HE deployment.

Prechecks are implemented 
 - HE FQDN validation and resolvability
 - Host FQDN resolution
 - MAC address validation
 - Gateway resolution
