Description of problem:
If using any user that is not a Satellite administrator the "Red Hat access insights" keeps being refreshed on the Systems page every 5 seconds which prevents any usage of that page.

Steps to Reproduce:
1. Create a user with following roles: Organization Administrator, Channel Administrator, Configuration Administrator, System Group Administrator, Activation Key Administrator
2. Login with the user
3. Go to Systems page https://satellite.example.com/rhn/systems/SystemList.do
Actual results:
with non-Satellite admin user, keeps "Loading Red Hat Insights" on the top of the Systems page and it's refreshed every 5 seconds which makes the page completely useless.
Expected results:
Same behavior as for the Satellite admin user, the page not constantly being refreshed every 5s.
Additional info:
Verified using the reproducer from the initial report with redhat-access-plugin-sat5-2.1.0-56.el6sat. The problem was present on https://<sat-server>/rhn/systems/Insights.do, for all "non-Red Hat Satellite Administrator" users, including admin users of both default and non-default orgs.
After updating to redhat-access-plugin-sat5-2.1.0-57.el6sat, the pages worked as expected, and I haven't encountered any automatic refreshes.
