Doc Text:	The nic-config files have been changed between osp12 to osp13. Need to document the need to use new nic-config templates for osp13.

Previous releases could use nic-config templates from even earlier releases.
In OSP13 it's no longer possible, so have to use the new format.

The nic-config files have been changed between osp12 to osp13.  

For users that already have the old OSP12 version of nic-config files, we have a script that helps users to convert the nic-config files to the newer versions which needed for OSP13 deployment.
