Description of problem:
OpenStack Instance provisioning fails with  [Error: An error occurred while provisioning Instance xxxxx] . 
Problem is, the message is not much helpful, neither logs. 

Version-Release number of selected component (if applicable):
5.8.3.4, 5.9.0.22

How reproducible:
Believe 100% (since could not test against another OSP) 

Steps to Reproduce:
1.Add Openstack Cloud provider
2.Create a catalog item to provision openstack instance
3.Try to order that catalog item

Actual results:
Fails with error

Expected results:
Should not fail

Provisioning also fails if you are not using the service catalog, and try to provision from Compute->Cloud->Instances and select an image from Images tab in accordion menu and click Lifecycle->Provision instance using selected image.
