Tested with cockpit-ovirt-0.11.17-1, cockpit let user enter a valid prefix.
See the attachment 1408668 [details].
So, I will change the bug's status to verified.
There are one of two problems here: Either the ansible playbooks don't actually support a CIDR, or we need to not concatenate it in the playbook. LOCAL_VM_IP cannot be 1.2.3.4/24, since the playbooks cannot deal with it. Moving back. Tested with these versions:
rhvh-4.2.2.0-0.20180322.0+1
cockpit-ovirt-dashboard-0.11.19-1.el7ev.noarch
ovirt-hosted-engine-setup-2.2.14-1.el7ev.noarch
ovirt-hosted-engine-ha-2.2.7-1.el7ev.noarch
rhvm-appliance-4.2-20180322.0.el7.noarch
Test steps:
Deploy HE with static ip and network prefix.
Tested result:
Deploy HE via cockpit successfully.

Actual results: Only static IP without prefix can be set during deployment in UI wizard.
