Description of problem:
When I create VM as admin user in Administrator Portal and assign permission "UserVmManager" for LDAP user, user can not see this VM.

How reproducible:

Steps to Reproduce:
1. add new vm
2. assign UserVmManager role for user
3. login to VM portal 

Actual results:
VM is not visible via VM portal


Expected results:
VM is visible via VM portal

Additional info:
When I try to make manual query via REST-API, I see this VM:
