Description of problem:

Currently is not possible set storage QoS to Cinder volumes.

Version-Release number of selected component (if applicable): 4.1.9


How reproducible:


Steps to Reproduce:
1. (On Web Admin) Select Storage.
2. Select Cinder storage domain.

Actual results:
'Disk profiles' tab is not present.

Expected results:
'Disk profiles' is present.

This bug didn't get any attention for a while, we didn't have the capacity to make any progress. If you deeply care about it or want to work on it please assign/target accordingly
