hal is comprised of serveral processes, please post the output of top on both the 100% and %10 cpu usage scenario. Also, Do you have a USB-based UPS attached? If so, does the problem go away if you unplug the UPS from the USB port? Finally, what kind of box does this happen on?

Thanks for the info, I will investigate this by looking at the interaction of accupsd and hald - they should, in theory at least, be able to coexist. Another thing is that dbus/hald is leaking when polling the UPS but that is less severe..
I think this might be fixed with hal-0.5.1-1 - please give it a whirl. Thanks.

I am able to reproduce this as well, with an APC UPS running over USB; details are the same (hald xor apcupsd are fine, but running both => cpu spin). This is with hal-0.5.2-2 and apcupsd 3.10.17a (without snmp enabled, but with usb and most other options).
I also have this problem with FC4, apcupsd-std-3.10.16-1 & hal-0.5.2-2
It seems that upgrading to apcupsd-usb-3.10.18-1 fixed the problem for me.
