This requirement is to support IGMPv3 snooping in OVS for OpenDaylight.  This feature allows multicast traffic to be filtered from switch ports that have not subscribed to a multicast group. The scope of this requirement is limited to IPv4 and will not address IPv6 MLD snooping.

As per depreciation notice [1], closing this bug. Please reopen if relevant for RHOSP13, as this is the only version shipping ODL.
