The current upgrade solution of OpenDaylight (a) requires control plane down time, (b) allows minor updates of OpenDaylight without data plane down time, (c) on major upgrades of new code OpenDaylight code requires some data plane down time. The goal of this requirement is to enable major upgrades without any data plane downtime. This will simplify the minor/major update/upgrade distinction for OpenDaylight and, ideally (TBC) allow us to forget about this distinction and offer a single unified upgrade process.

As per depreciation notice [1], closing this bug. Please reopen if relevant for RHOSP13, as this is the only version shipping ODL.
