Description of problem:
The RHV answers file is accessed during RHHI deployment (gdeploy) and requires user modification for RHHI application. A sample file is to be made available but RHHI documentation needs a statement/context guiding the user as to the role/modification of answers file for RHHI deployment.

Setting devel_ack back to - until context is provided; we can't ack something when we don't know what it involves.

Verified that there is appropriate note in the deploying doc to provide context on the answers.conf file.
