I suspect Fedora's version of twine (1.9.1 in Fedora 28) is non-functional at the moment. I just tried to publish a package on pypi but got an error message: > Uploading distributions to https://upload.pypi.org/legacy/ > TypeError: expected string or bytes-like object I worked immediately once I installed 1.11 in a virtualenv.

Once https://bugzilla.redhat.com/show_bug.cgi?id=1656628 is in F28 and F29, I plan to bring this update there as well.
I need a FESCo packaging exception to update twine in Fedora 28 and 29: https://pagure.io/fesco/issue/2031
OK, I have my FESCo exception, but then I found that I cannot put twine in Fedora 28 unless it gets a newer version of pkginfo, and the license of pkginfo has changed since Fedora 28. We probably don't want to put a licence change in an update, so I will just update twine on Fedora 29+ for now.
