Description of problem:
When I invoke "Poweroff" or "Suspend" via ManageIQ, the VM only gets *partailly* powered off/suspended.

1. Click "Power -> Shut Down" or "Power -> Suspend" on the VM details page

It only gets partially powered-off/suspended
