Description of problem:
The newest upstream release of liblouis is 3.5.0:
http://liblouis.org/liblouis/2018/03/05/release-3.5.0.html

Even in Rawhide, Fedora has only 2.6.2.

I realize that this might be a big rebase, but please consider merging it to Fedora 28 after fixing it in Rawhide.

Additional info:
It seems upstream release monitoring for liblouis is either not activated, or not working.

I've just updated liblouis and liblouisutdml in rawhide/f29 to the latest releases. Hope there are no major issues occurring with the changes.
