Description of problem:

Creating a new backups from cloudforms or creating from osp_cli. The backup was created correctly in OpenStack, however, CloudForms refresh the provider (manually or automatically) and the page "https://<cloudforms-ip>/cloud_volume_backup/show_list" doesn't show anything

Version-Release number of selected component (if applicable):

- CFME 5.9.0.22.20180221205805_f93a675
- RedHat Openstack 8 as cloud provider

How reproducible: 100%


Steps to Reproduce:
1. Create a new backup volume through Cloudforms or using osp_cli
2. Click Storage --> Block Storage --> Volume Backups

Actual results: Blank page

Expected results: Show all volumes that were backup 
 
Additional info:

Problematic appliance:
  - Image 1 = Cloud volume backups in CFME 5.9.0.22
  - Image 2 = Same cloud provider in CFME 5.9.0.22
  - Image 3 = CFME version

Working one:
  - Image 4 = Cloud volume backups in CFME 5.8.1.5
  - Image 5 = Same cloud provider in CFME 5.8.1.5
  - Image 6 = CFME version

Sorry! This BZ was a mistake. I saw OSP 8 is not supported in Cloudforms 4.6
