Ansible version in Ubuntu compose repo is 2.4.1 whereas for RHEL it is 2.4.2 during 3.0z1 release. 
Ansible package should be same for ubuntu and RHEL in upcoming releases.

We'll always be a little bit behind RHEL, but I we can at least catch up to Ansible 2.4.2.0 in RHCEPH 3.0 z2.

After further discussion, in an attempt to reduce the scope of 3.0 z2, I'm retargeting to z3.
