When creating a new folder a targeted refresh should do a targeted refresh.

Refresh_new_target was changed to accept the same hash format as a regular full/targeted refresh but the Vmware event parser wasn't updated accordingly.  This led to the skeletal folder record not being created and thus the folder wasn't created in the DB as a result of the event.
