Steps to reproduce:
1. Navigate to Administrator -> Configuration, Access Control -> Groups
2. Configuration -> Add a new Group
3. Supply Role and Product/Tenant, do NOT enter Description
4. Click Add

Verified the error matches the field.

Note:
I do believe changing the field to Description is confusing when the description is the name of the group.
