The default mock configuration still refers to https://s390pkgs.fedoraproject.org/repos/, which is not correct for Fedora 28 and rawhide. Seen with mock-1.4.9-1.fc27.noarch.
What should be correct URL?
It's either https://kojipkgs.fedoraproject.org/repos/rawhide/latest/s390x/ or https://kojipkgs.fedoraproject.org/repos/f29-build/latest/s390x/ I don't know the difference between the two.
Fixed in upstream in commit: * abec7bd (HEAD -> devel, origin/devel) use correct url for local repos for s390x for F27+ [RHBZ#1553678]
