Bug 1553812

Marked as blocking Bz1450680 as update to DPDK 16.11.5 is my preferred way of getting the fix for that into openvswitch-2.6 package. 

If we decide to reject this Bz for some reason, we can remove the block and backport the patch for Bz1450680 individually.
