Ensure Cinder is fully Python 3 compatible. Might require modifications to 3rd party CIs and support by 3rd party vendors.

Upstream now runs unit tests and an LVM tempest job on Python 3.

Wrote a python script which tests most of Openstack client volume commands.  
Also tested cinder python client commands that aren't yet implemented under OSC. 

Hit minor OSC and Cinder client bugs, 
not related to python3 compatibility issues, safe to ignore them for this RFE.
