Description of problem:
Package comedilib fails to build from source in Fedora rawhide.

koji build --scratch f29 comedilib-0.8.1-23.fc29.src.rpm

Additional info:
Glibc stopped including <sys/sysmacros.h> into <sys/types.h>
<https://sourceware.org/ml/libc-alpha/2015-11/msg00253.html>. Including
<sys/sysmacros.h> explicitly as documented in minor(3) should fix it.
