Description of problem: 

The fix for "volume force detach" has been committed in pike (and queens).

Here is the link for the bug https://bugs.launchpad.net/cinder/+bug/1686745

Please backport the fix to RHOSP 12.

This will come into OSP12 via the normal rebase process for stable/pike.

Actually we are blocked with our RHOSP12 certification.

If there is not a BZ already for the Netapp patch/fix:

please open one and we need to handle that outside of this BZ.  I would expect Netapp to port their patch to the driver branches that correspond to the OSP releases we need the fix for.
