Description of problem:
This issue starts with 5.9.0.19 and can't be reproduced in 5.8.3.4

1. Set :get_public_images: true in Advanced Settings for ec2
2. Add ec2 provider

Matous, are you able to filter public images?

Or, any attempt to collect public images fails?

Just wondering if it has anything to do with the number of public images.

Greg,
I tried it with image-owner and platform to reduce number of images and still same problem so I assume any attempt to collect public images fails.

Verified in 5.10.0.6. 
Public images were refreshed correctly.
