The tests fail with Django 2. Updating the package only makes it worse. I suggest we temporarily skip Django related tests on Python 3, not o ship package with broken dependencies. I can do that.
Only python3 tests fail with django 2. Python2 tests run fine with python2-django1.11. There is no python3-django1.11. Django 2 support seems to be available on whitenoise 4.x beta https://github.com/evansd/whitenoise/blob/master/setup.py#L40 I'll just disable python3 tests for now until I update to 4.x
