Description of problem:
since from 3.9 the router is using haproxy 1.8 which already resolved the seamless reload. more details https://www.haproxy.com/blog/truly-seamless-reloads-with-haproxy-no-more-hacks/
So if related env DROP_SYN_DURING_RESTART and reldated codes in reload-haproxy can be deprecated?

I saw the fixed PR only merged to 3.10. please correct me if I'm wrong.
since this bug was reported to 3.9, can we backport it to 3.9 as well. thanks.

verified this bug on v3.9.41, the reldated codes in reload-haproxy has been deprecated.
