Description of problem: Gnome-software is unable to operate and does not allow working with packages. This has already been started in this bug #1554981, but the original bug was hijacked to modular repository. I have no modular repository enabled, but I am still experiencing this same problem: After a start, gnome-software claims to be downloading the package information, but it never displays any available packages, only placeholders (with three dots) and as time goes by, the placeholders constantly disappear until a blank page remains with no packages to select. The original bug has screenshots, I will try to link them here. I strongly think that this is a serious blocker, since gnome-software belongs to core applications and it needs to operate normally, otherwise no work cannot be done with it. How reproducible: Always Steps to Reproduce: 1. Run gnome-software 2. Click on a category Actual results: As described Expected results: Should be working with no problems.

Package versions: gnome-software-3.28.0-4.fc28.x86_64 PackageKit-1.1.9-2.fc28.x86_64 fedora-repos-28-0.7.noarch
Proposed as a Blocker for 28-beta by Fedora user lruzicka using the blocker tracking app because: Gnome-software is not working properly. It is a core application and should be working without any issues.
