Description of problem:

With support for external Mongo DB we need to provide some tooling for moving the existing Mongo DB to external server. e.g.

$ foreman-maintain db mongo transfer --new-host xy ....

It should 
 - check the connectivity to new DB
 - move the data form current db
 - re-run foreman-installer with updated params

We have evaluated this request, and while we recognize that it is a valid request, we do not expect this to be implemented in the product in the foreseeable future.
