Description of problem: `run-parts: command not found` is observed on boot of a f28 cloud image. I've been told this error is harmless because "crontabs isn't installed, thus it can't run dhclient hooks", but the message looks like an issue and we should probably change things so that if crontabs isn't there then we give a better message.
