Description of problem:

The openstack endpoint validations fails when trying to retrieve a Keystone token using API version 2, but only version 3 works in OSP13/Queens.

Steps to Reproduce:
1. Deploy overcloud
2. Run validation: "Check connectivity to various OpenStack services"
3.

Actual results:
Validation fails with a 400 error


Expected results:
Validations succeeds

There is already a backport patch from Rocky.

installed osp 13 and deployed overcloud and ran the validation and it passed
