Description of problem:
Visiting  console.ded-int-gcp.openshift.com met connection refused error.

Version-Release number of selected component (if applicable):
OpenShift Master: v3.9.7 
Kubernetes Master: v1.9.1+a0ce1bc657 
OpenShift Web Console: v3.9.7 

How reproducible:
always

Steps to Reproduce:
1.visit console.ded-int-gcp.openshift.com


Actual results:
Met error: connection refused

Expected results:
Http requirement should be transferred to https automaticall. URL can be access.
