Description of problem:
Customer is selecting a VM with a compliance policy attached on the VM summary screen. Trying to click on Policy and "check  compliance of last known configuration" shows up grey.

5.8.x

How reproducible:
Always

Steps to Reproduce:
1.Go to Compute--> VM Summary screen. 
2.Select VM with compliance policy
3.Click on Policy and Compliance check is greyed out.
4. Click on the actually VM to enter next screen, Check compliance is not greyed out and is available.

Actual results:
User is forced to click on the individual VM to run this check.

Expected results:
Run compliance check button should be available on VM summary screen
