Description of problem:

When using the latest 5.9.2.0.20180320210136_355c506 drop the smart state user is still set to ec2-user. It should be cloud-user.

100%

Steps to Reproduce:
1. Launch an RHEL-Atomic_7.4_HVM_GA-20180104-x86_64-1-Access2-GP22.
3. ssh to it with ec2-user@hostname and the login will fail
4. ssh to it with ssh -i "ldombaws.pem" cloud-user.amazonaws.com the login will succeed[cloud-user@ip-172-31-129-94 ~]$ 

Actual results:

smart state cannot be started 


Expected results:

smart state can be started

Able to see correct username 'cloud-user'.
