This port is only used for metadata (even though the owner is set to DHCP). Metadata port is not bound to any chassis in particular as it's modelled through an OVN localport which is distributed in all compute nodes. The reason why the owner is set to DHCP was to reuse this owner and that it may be later used for DHCP purposes as well: it's actually being used for this purpose when there's no gateway in a network though.
