Tried in ocp env with etcd v2, 

openshift v3.5.5.31.66
kubernetes v1.5.2+43a9be4
etcd 3.1.0


1. poweroff master A
2. Waiting for 30 seconds, then run "oc get all" on master B, but it still hang for more than minutes, and recover after 15 minutes
